Description
Direct Supervisor: Programme Manager, Regional Programmes.
Alternate Supervisor: National Project Manager / Chief Technical Advisor.
Duty Station: Makran Coastal Wetlands Complex (MCWC) - Gawadar
Sphere of Activity: Pakistan and its Territories.
Duties and Responsibilities:
1. In general, manage the production of those Pakistan Wetlands Project (PWP) components described in Output 7 of the Project Document (ProDoc), hereafter referred to as the MCWC Management Programmes;
2. Coordinate the development of ToRs for and the selection and recruitment of those PWP Technical and Administrative Staff associated directly with the MCWC Management Programmes;
3. Directly supervise the services of the MCWC Management Programmes professional and administrative staff members for the duration of their short- or long-term contracts;
4. Facilitate the obtaining of No Objection Certificates and such other forms of official clearance as may be required for the MCWC Management Programmes staff to visit restricted areas or to have access to restricted information or data pertaining to natural wetlands in Pakistan;
5. Organise such additional technical training as may be required to enhance the field survey capacity of serving the MCWC Management Programmes staff;
6. In collaboration with the Programme Manager Regional Programmes, ensure that all implementing agency letters of agreement that relate to the MCWC Management Programmes are prepared and negotiated with any participating UN agencies;
7. Initiate the mobilisation of all the MCWC Management Programmes inputs not covered by implementing agency letters of agreement in accordance with the relevant procedures in of the PCOM including the authorisation of expenditures for these inputs;
8. Prepare and, as required, revise the MCWC Management Programmes work plans, budgets and financial plans;
9. Organise and manage the MCWC Management Programmes activities according to the PWP’s approved work plan in order to produce the required outputs;
10. Prepare and submit the MCWC Management Programmes component of the Annual Project Report (APR) and such other interim progress reports and ad hoc reports as may be required by the NPD, NPM/CTA or Programme Manager, Regional Programmes;
11. Ensure that the reports technical reports prepared by the MCWC Management Programmes personnel or contractors are prepared on schedule and according to the established reporting procedures and conventions of the PWP;
12. Ensure that the highest possible standards of accuracy are maintained during the collection and processing of data and information for the MCWC Management Programmes;
13. Report formally and informally to the Programme Manager, Regional Programmes and the WWF-Pakistan Regional Head for Balochistan as regularly as required;
14. Motivate the staff of the MCWC Management Programmes and identify and resolve implementation problems associated with the MCWC Management Programmes with the assistance of the Programme Manager, Regional Programmes, if necessary;
15. Deputise for the Programme Manager, Regional Programmes as and when required, reporting directly to the NPM/CTA in these circumstances;
16. Carry out any other reasonable assignment associated with the aims and objectives of the PWP that may be assigned to the MCWC Site Manager by the senior management of the PWP.
Selection Criteria
Candidates for the position of Makran Coastal Wetlands Complex Site Manager
should ideally have:
1. An established personal commitment to the conservation of nature and ecological processes;
2. An appropriate post-graduate qualification in one of the following disciplines and a working knowledge of at least three of the others:
ð Botany;
ð Conservation Biology;
ð Earth Sciences;
ð Environmental Sciences;
ð Geographic Information Systems;
ð Geology;
ð Limnology;
ð Plant or Animal Taxonomy;
ð Rural Geography;
ð Soil Science;
ð Wetlands Conservation; and
ð Zoology.
3. Professional Expertise:
ð Project Cycle Management.
4. Experience: At least five years of experience with natural resource or wetlands conservation in a developing country such asPakistan;
5. Working Knowledge
A working knowledge ofPakistan’s system of Government at all levels.
6. Skills and Abilities:
ð Project and personnel management skills and experience;
ð Problem-solving skills and results orientation;
ð Good English language reading, writing and speaking skills;
ð Ability to communicate in the languages of the Makran Caost;
ð Demonstrated interpersonal communication and leadership skills;
ð Sensitivity to gender and other social issues;
