Chief Risk & Operations Officer [CROO] - Description
As JPMorgan expands into Saudi Arabia, our business development plans must progress in line with our ability to operate and execute for our customers and employees. This role provides the Risk and Operations foundation for the branch launch and growth of JPM's commercial banking franchise from mid-2010 and beyond.

The Risk aspect of the role includes 3 main components. Credit Risk, Regulatory Interface and Operational Risk. The Credit Risk aspect of this role will evolve from the foundations of operating Treasury and Money Market business and inter-bank activities, to supporting Trade Finance credit and laying the foundations for the corporate credit needs of the business. Each of these will be done in close collaboration with a wide range of risk and business functions including Investment Bank Credit, TSS Credit Risk, Product Management and Global Corporate Banking. In addition, this role will help design the future state credit support model for the Branch.
The Chief Risk Officer role is a mandatory and visible regulatory role with the main regulator - SAMA. In this role, the candidate will perform all necessary functions to ensure JPMorgan obligations to the regulator are well understood, anticipated and executed upon. This includes building a productive and collaborative relationship with SAMA.
The Operational Risk aspect of the role reflects the important fact that this is a fully operational branch, with significant local technology and business operations groups. Branch Operations ranges from customer onboarding to set-up, BAU processing and product delivery. The ORM aspect of the role has oversight for all ORM aspects of the Branch operation in collaboration with the Head of Operations who reports into TS Operations regionally and the CROO locally.

The Operations aspect of the role addresses the need for JPMorgan to operate successfully and efficiently in the Kingdom and thereby, allowing employees to focus on their roles and not be distracted by the difficulties of delivering day to day operations in Saudi Arabia. This role therefore includes oversight and management of all aspects of Real Estate, Recovery/Resiliency/Emergency Procedures Security, and Suppliers etc. Oversight and management of all of these aspects will be done in collaboration and partnership with other JPM groups such as CREGS, CSI and GTI.
In addition, this role will require building an understanding and management of licences, permissions and the authorities required for operating in the Kingdom. Consistent with this and by leveraging local staff, this role will handle relations with key governmental bodies.

This role will also be actively involved in the execution of the expansion plan to ensure that all new proposed branch activities have the appropriate local infrastructure and execution, in conjunction with project management. Additionally, the COO role will initiate projects required to address required operating environment improvement or development.

Essential Functions & Responsibilities

Credit Risk:

· Credit risk support for Treasury inter-bank activities and credit relationships
· Credit risk support for Treasury and 3rd party client money market business
· Credit risk support for Trade Finance transactions (FI and Corporate)
· Close collaboration with Credit and Market Risk and relevant Credit Executives for Saudi Arabia
· Support TSS & GCRM Credit Executives around credit assessment & credit line requests
· Assist TSS & GCRM in ongoing monitoring and due diligence processes of existing credit relationships
· Participate in regional credit committees, working groups and portfolio reviews
· Assist LoBs in development and guidance of credit asks and strategies
· Consider, design and drive recruitment for future state credit support as required

Operational Risk & Regulatory Role:

· Oversight of ORM management and processes for the Riyadh Branch
· Operate Riyadh Branch Risk Committee and interface into TSS EMEA & MENA Risk Cos
· Consider and operate appropriate control, audit and risk improvement processes
· Interface as CRO with SAMA and any other regulators as required

Branch Operations:

· Organise and manage the Branch Operating environment
· Assume responsibility for all licensing (e.g. SAGIA), permissions and authorities JPM requires for operating as a Branch in Saudi Arabia. Conduct renewals,
amendments etc
· Collaborate with all JPM functional parties to ensure successful daily delivery of business operating environment
· Perform senior management function of key groups operating in the branch e.g. Operations and Support Resources
· Support and help organise the build out execution projects for Nov 2010 and Q3 2011, including helping assist with local vendors and regulators
· Drive the co-ordination and development of the Saudi Graduate Development program
Qualifications

Technical Skills

· 10+ years of Credit Risk Management expertise, across FI, NBFI and Corporate clients
· Detailed knowledge of JPM credit operating model and operating processes
· Strong credit risk management credentials in researching, understanding and communicating credit asks
· Strong experience in wider operating services risk and operating environments
· People management experience, especially cross-cultural experience and talent management & development
· Strong and clear communication skills, ability to think through and set policies
